Abstract

Parking is one of the complements in a shopping building whose results can support local government revenue. Based on the results of the Preliminary study, the implementation of many agreements has not been implemented from the provisions of the contents of the applicable agreement. The formulation of the problem in this study is 1) How is the implementation of the parking management cooperation agreement between the Department of Transportation or UPT Parking and the parking manager at the Pasar Raya location in Padang City? 2) What are the obstacles in implementing the parking management cooperation agreement between the Department of Transportation or UPT Perpakiran and the parking manager at the Pasar Raya location in Padang City? Types of sociological legal research. The data sources used are primary and secondary data. Data collection techniques were carried out by interviews and document studies. Data were analyzed qualitatively. The results of the study: (1) The parking management cooperation agreement at the Pasar Raya location in Padang City did not work according to the contents of the agreement, there were several things that were not implemented properly as in Article 2 paragraph (1) Article 3 paragraph (1) and Article 4 paragraph ( 2) parking management cooperation agreement between the Department of Transportation or UPT Perpakiran and the Parking Manager. (2) The obstacle lies in the ignorance of the Parking Managers regarding the implementation of the agreement and the contents of the agreement are not in accordance with what is being done in the field.
