Abstract

PENILAIAN KEBERLANJUTAN ASET DAN FASILITAS PAMSIMAS III DI KABUPATEN DHARMASRAYA Ahmad Hanafi 1), M. Nursyaifi Yulius 2), Heldi 2). 1)Mahasiswa S2 Teknik Sipil, 2)Universitas Bung Hatta, Padang, Indonesia Dosen, Pascasarjana, Unversitas Bung Hatta, Indonesia e-mail : nafy444@yahoo.com ABSTRAK Program Pamsimas merupakan salah satu program pemerintah bagi masyarakat berpenghasilan rendah dalam memenuhi kebutuhan terhadap air minum. Program Pamsimas dilaksanakan oleh masyarakat dari masyarakat dan dikelola oleh masyarakat (KPSPAMS). Dalam pelaksanaannya pada tahun 2018. Dari jorong-jorong penerima program pada tahun 2018 terdapat 7 jorong yang sarana air minumnya tidak berfungsi secara maksimal. Tujuan penelitian ini adalah Mengidentifikasi faktor-faktor keberlanjutan yang harus dinilai untuk keberlanjutan pamsimas di kabupaten dharmasraya, Menentukan tingkat keberlanjutan Pamsimas di kabupaten Dharmasraya, Penilaian strategi dan upaya yang akan diperlukan untuk dapat mengembangkan keberlanjutan pamsimas di kabupaten dharmasraya. Penelitian dilaksanakan dengan metode kualitatif dan kuantitif dengan populasi dan sampel adalah masyarakat, konsultan pendamping dan pemerintah daerah Kabupaten Dharmasraya. Metoda analisa yang digunakan antara rumus indeks untuk mengukur tingkat keberlanjutan, Relative Important Index untuk identifikasi faktor penting, indek prioritas pengembangan untuk menyusun faktor prioritas dan PDCA untuk menyusun strategi meningkatkan aspek-aspek keberlanjutan. Hasil penelitian terhadap jorong yang sarana air minumnya tidak berfungsi secara maksimal menunjukan bahwa tingkat keberlanjutannya berada pada kategori berkelanjutan. Dimana aspek lingkungan memiliki nilai keberlanjutan terendah sedangkan dengan nilai keberlanjutan tertinggi adalah aspek sosial. Untuk meningkatkan aspek keberlanjutan diperlukan komitmen dari masyarakat serta penanganan secara komprehensif di semua aspek-aspek keberlanjutan. The Pamsimas program is implemented by the community from the community and managed by the community (KPSPAMS). In its implementation in 2018. From the jorongs of program recipients in 2018 there were 7 jorongs whose drinking water facilities were not functioning optimally. The purpose of this study is to identify sustainability factors that must be assessed for the sustainability of PAMSIMAS in Dharmasraya Regency, Determine the level of sustainability of PAMSIMAS in Dharmasraya Regency, Assessment of strategies and efforts that will be needed to be able to develop PAMSIMAS sustainability in Dharmasraya Regency. The research was carried out with qualitative and quantitative methods with the population and samples being the community, assistant consultants and the local government of Dharmasraya Regency. The analytical method used is the index formula to measure the level of sustainability, the Relative Important Index to identify important factors, the development priority index to develop priority factors and PDCA to develop strategies to improve sustainability aspects. The results of research on jorong whose drinking water facilities do not function optimally indicate that the level of sustainability is in the sustainable category. Where the environmental aspect has the lowest sustainability value while the highest sustainability value is the social aspect.
