Abstract

REVIEW INDIAN OCEAN RIM ASSOCIATION (IORA) JURIDICIN IMPROVING MARITIME SECURITY IN THE INDIA OCEAN AND ITS IMPLICATIONS ON INDONESIA Doli Indra Nababan, Dwi Astuti Palupi1 Law Studies Program, Faculty of Law, Bung Hatta University Email: dolinababan19@gmail.com ABSTRACT Regional organization in the Indian Ocean region that plays a strategic role, especially for the world economy where international trade is connected from Asia to Europe and vice versa. The basis for developing mutually beneficial cooperation through a consensus approach among member countries. IORA is founded on the pillars of economy, maritime security and safety, and education and culture. The priorities for cooperation in IORA are: (i) Maritime Safety and Security; (ii) Trade Facilitation; (iii) Fishery Management; (iv) Natural Disaster Risk Management; (v) Academic Cooperation and Science and Technology; (vi) Cultural and Tourism Exchange. Problem Formulation 1) How is Indonesia's involvement and interest in theOrganization Indian Ocean Rim Association (IORA)? 2) What are the implications of the Indian Ocean Rim Association (IORA) for Indonesia? This study uses a normative juridical. using primary legal material data sources, secondary legal materials, and tertiary legal materials data were collected through document studies. Based on research 1) Indonesia's interest in 2015 is that together with IORA and Indonesia reduce the number of piracy by agreeing to the Maritime Declaration and Indonesia carrying out Operation Nusantara and Operation Palapa by Bakamla as measures to prevent piracy activities. In addition, Indonesia deployed the Indonesian Navy to provide training with the theme "Peace Keeping Operation" with members of IONS, WPNS and other bilateral countries. Indonesia also has an interest in the concept of a blue economy which is to become a sovereign maritime country by improving the welfare of coastal communities who are able to process marine potential in a sustainable manner. These interests are accommodated but are still in the early stages, namely its implementation in the Action Plan IORA2017-2021.2) the benefits obtained by countries that are members of the IORA. In particular, Indonesia has benefited from its involvement with the Indian Ocean Rim Association (IORA), including 1) IORA's Implications in the Security Sector for Indonesia, 2) IORA's Political Implications for Indonesia, 3) IORA's Economic Implications for Indonesia.
