Abstract

EFFECT OF FISCAL DECENTRALIZATION AND FINANCIAL PERFORMANCE OF CAPITAL ALLOCATION EXPENDITURE (Empirical Studies on Regencies/Cities in West Sumatra Province Period 2012- 2015) Wilna Gusneti1 , Dwi Fitri Puspa1 , Ethika1 Accounting Department, Faculty of Economics, University of Bung Hatta Wilna.g@yahoo.com ABSTRACT This study aims to examine variableof fiscal decentralization and financial performance of effect to the allocation of capital expenditure. The sample used in this study were all mode in a sample population of 19 regencies/cities in the province of West Sumatra, wich is compised of 12 regencies and 7 cities. Sampling using census method. Census method is a method by taking a sample of the whole regencies/city in Sumatra weight. Data analysis was wearing the classic assumption test and multiple linear regression analysis to test and prove the research hypothesis. The analysis showed that the fiscal decentralization effect on capital allocation expenditure, local financial independence ratio has no effect on the allocation of capital expenditure, regional financial effectiveness ratio effect on allocation of capital expenditure, the ratio of financial efficiency has no effect on the allocation of capital expenditure, and ratio of financing rate SiLPA effect the allocation of capital expenditure. Sampel yang dipakai dalam penelitian ini adalah semua populasi dijadikan sampelyaitu 19 Kabupaten/Kota di Provinsi Sumatera Barat, yang terdiri dari 12 Kabupaten dan 7 Kota. Pengambilan sampel menggunakan metode sensus. Metode sensus adalah metode dengan mengambil sampel seluruh kabupaten/kota yang ada di Provinsi Sumatera Barat. Analisis data memakai Uji Asumsi Klasik dan Analisis Regresi Linear Berganda untuk menguji dan membuktikan hipotesis penelitian. Hasil hipotesis menunjukkan bahwa desentralisasi fiskal berpengaruh terhadap alokasi belanja modal, rasio kemandirian keuangan daerah tidak berpengaruh terhadap alokasi belanja modal, rasio efektivitas keuangan daerah berpengaruh terhadap alokasi belanja modal, rasio efisiensi keuangan daerah tidak berpengaruh terhadap alokasi belanja modal, dan rasio tingkat pembiayaan SiLPA berpengaruh terhadap alokasi belanja modal. Kata Kunci: Desentralisasi Fiskal, Rasio Kemandirian Keuangan Daerah, Rasio Efektifitas Keuangan Daerah, Rasio Efisiensi Keuangan Daerah, Rasio Tingkat Pembiayaan SiLPA, dan Alokasi Belanja Modal.
