Abstract

The large number of criminal acts of human trafficking currently occurring, especially in the Southeast Asia region, has made other countries issue regulations or agreements agreed to by all countries in Southeast Asia, namely the ASEAN Convention Against Trafficking in Persons, Especially Women and Children hereinafter (ACTIP) where this Convention aims to reduce or prevent criminal acts of human trafficking which are rife in the Southeast Asia region. Problem formulation 1. What are the regulations for countering human trafficking according to the 2015 ACTIP Convention? 2. How are the implementation of counter-trafficking in Indonesia? The research method used is a normative research method, with secondary data as the data source consisting of primary legal materials, secondary legal materials and tertiary legal materials, using library study data collection techniques and data analyzed qualitatively. Research results 1). Arrangements for dealing with human trafficking according to the 2015 ACTIP Convention are regulated in Articles 1-15 to overcome human trafficking in the Southeast Asia region. ACTIP was adopted to increase cooperation between ASEAN member countries in combating human trafficking, especially targeting women and children. Apart from the ACTIP Convention, Combating Trafficking in Persons is also regulated in the 2000 Parliamentary Convention. To be more effective, all countries in the Southeast Asia region must make laws regarding trafficking in persons nationally according to their respective countries with guidance from the ACTIP convention. 2) Implementation of the ACTIP Convention for Indonesia was ratified through Law No. 12 of 2017 regulating and preventing criminal acts of human trafficking in Indonesia. Previously, Indonesia had also issued Law No. 21 of 2007 where usually the victims of human trafficking were mostly migrant workers, So the Indonesian state has issued Law No. 18 of 2017 concerning the protection of Indonesian migrant workers and several Indonesian labor service companies.
