Abstract

THE ROLE OF THE POLICE CIVIL SERVANTS (SATPOL PP) IN PADANG CITY IN REGULATION OF UNLICENSED NIGHT ENTERTAINMENT PLACES Fathurrahman Al Farabby Arisman1, Hendriko Arizal1 Legal Studies Program, Faculty of Law, Bung Hatta University Email: fathurrahmanalfarabby9@gmail.com ABSTRACT West Sumatra provides opportunities for every community to create a business, one of the businesses carried out is a karaoke place, not all karaoke places have permits or violate regulations. According to the decision of the mayor of Padang number 6 of 2012 concerning business registration marks. The Padang City Civil Service Police Unit conducted an orderly operation at a cafe in Anak Aia Baypass, Padang City. Problem formulation: 1) What is the role of the Padang City SATPOL PP in regulating unlicensed night entertainment venues? 2) What are the challenges faced by Padang City's Satpol PP in controlling unlicensed night entertainment venues? The data sources used are primary data and secondary data, then the data collection technique uses document studies and interviews that are analyzed qualitatively. Research results: 1). The role of Satpol PP in controlling unlicensed night entertainment venues, namely, providing education and socialization, working in accordance with applicable regional regulations, increasing awareness of misuse of entertainment venues. 2) The challenges faced by Padang City's Satpol PP in controlling unlicensed night entertainment venues are, reactions from the surrounding community, clashes with people who do not understand about licensing, riots between Satpol PP officers and owners of night entertainment venues, information leaks.
