Abstract

LEGAL PROTECTION OF PATIENTS CONDUCTING LABOR WITH NON-HEALTH MANPOWER IN PADANG PARIAMAN DISTRICT Arismiati1, Uning Pratimaratri,1 Zarfinal1 Master of Law Program, Faculty of Law, Bung Hatta University Email: arismiatiedi@gmail.com ABSTRACT Regulation of the Minister of Health Number 97 of 2014 states that childbirth must be carried out at a health service facility.This is a Government policy in maintaining maternal health and reducing the mortality rate. Births assisted by non-health workers are a health case that still occurs in Padang. Pariaman. The TE in this study is to (1) analyze what factors affect the patient still having labor with health workers (2) the responsibility of non-health workers if something happens due to assisting childbirth in the patient in the district of Padang Pariaman. Methodology This type of research is sociological juridical with qualitative descriptive design of the penel describing the object in the research aspect in 3 districts with 10 samples of postpartum patients with non-mat workers in Padang Pariaman using random sampling. Data analysis using descriptive data analysis. E factors that influence patients still having childbirth with non-health workers are economic factors, family size, education level, lack of knowledge and information about the importance of giving birth using health workers, lack of information about the impact of postpartum using a traditional birth attendant makes them ignore what they are required and responsible the non-health worker answered if something happened as a result of assisting with the delivery. Conclusion in this research, the main factors that influence the community to choose to give birth using a traditional birth attendant are economic and knowledge factors Keywords: Legal protection, patients, childbirth, non-health workers
